My guess, Magneto alters polar fields within his body to gain super strength. Quicksilver's upper limit reached the speed of sound. Since then it's been augmented by Isotope E. Since is exposure to the Isotope his speed limit has not been gauged, although once the soles of his boots burned and wore out due to friction.
That's because Flash was created during the time when every hero was the best at his own shtick. Superman was just...super. No one outdoes him. Batman is the greatest detective on the earth. No one is faster than Flash. Hulk is the strongest one there is. The Avengers are the mightiest. The Fantastic Four, are well, Fantastic. Spider-Man is Amazing and Spectacular. The X-Men are Uncanny, although, so are the Inhumans, so it's debatable who is more so. Etc. etc. It goes on and on throughout Marvel and DC and all the others.

Marvel has broken their own rules plenty of times. Magneto has shown that he can do basically whatever he wants, lifting way more than 200,000 pounds(100 tons), create global electromagnetic pulses, reverse the earth's polarity, just about anything. My favorite has to be ripping the adantium out of Wolverine's body. Not a display of raw power, but it showed that he can be ruthless.
If you actually understand how Magento's power works, then you will see that he is infact the most powerful mutant ever. Theoretically(its only theoretical because writers haven't figured it out yet), Magneto can control MORE than just metal, he control any material at the peak of his abilities.
