Who is that?

The new friendly and helpful alien in Episode 3 who helps Obi-Wan somehow.

The guy that plays him also played that train conductor in Matrix reloaded.

the character is called Tion Meddon and is played by Aussie actor Bruce Spence who also appeared in the mad max movies and Lord of the rings. he plays Saurons liutenant who comes to the black gate at the end of return of the king to parley with the host of the west. although his scenes were cut from the theatrical edition they will be reinstated into the Extended edition

What's he do to help 😕

Not sure, I think he assist Obi-Wan somehow on a new planet, perhaps giving him shelter or information, but that's as far as I know.
