Blink 182 was considered punk rock from the early Chesire Cat and Budha days and has followed them ever since. Whether or not they deserve the title now is a completely different story. However, record labels, cd compilations, the vans warped tour...etc etc still recognize them to be a punk rock band. If you disagree, by all means, take it up with them.
And from now on...don't give me a vocab lesson. I know what punk is. And it's not just about being non-conformist, it's about doing what you want to do and not giving a sh!t what people think of it. It's not about always being i hate this and i hate that and angry all the time...people shouldn't have to always be stressed out, they need to learn to kick back and just be stupid once and a while. That's what Blink 182 does. They play the music from the heart, they have fun, and they don't give a sh!t what people think. That is punk.

I will give you a vocabulary lesson anytime I wish now............what you just wrote IS the definition of non-conformist. It means to be yourself and not care what other people think of you.......it means you do what you want to do and cannot be changed.
