I did that in photoshop (of course duh!)
first I blended two image together and then I found 2 textures from here http://textures.forrest.cz and here http://www.toxify.net/you and I put them over the blended image one in screen mode and one as overlay. I changed their oppacity. if you don't want textures you can put some photos and you can use motion blur on them and they would look good. I also downloaded some brushes for photoshop and I used them on it (I don't remember from where I got them) and then I added text.
