bullseye by faaaaaaaaaar dude he doesnt even have to get close. Frank is a good shooter but he doesnt have any finesse. bullseye on the other hand is the personifaction of that,plus he has decent h2h combat skills. maybe if frank shoots him in the heart without him looking he stands a chance but other wise no way!

Bullseye has an Adamantium laced spine and Adamantium placed on different parts of his bady as well. Hie skeleton isnt completely covered like Wolvie's, but he does have portions of his bosy laced with it.

Punisher has beat Bullseye every time they fought with the exception of the time B through a paper airplane at him and knocked him out (the same thing worked on Daredevil). Both fighting to potential, Bullseye would win, but as written Bullseye is a moron and monologues for half an hour before attacking, like he always does, and gets shot in the face.
