Tony with a lifetime of prep wouldn't be capable of creating an Armor powerful enough to tangle with the Surfer.

We are discussion what tony could do with enough preparation time to beat surfer, and with enough preparation time, he could do it. Doom did it with his own armor, tony could do it with more time.
