1. Nausicaa of the Valley of the Wind- (Anime of the same name)- She's Jesus made female and badass. Forget perfect woman, she's the perfect person.
2. Utena Tenjou- (Revolutionary Girl Utena)- Anyone who's watched the final episode will know how awesome Utena is. She is Kamina before Kamina.
3. Himimeya Anthy- (Rev Girl Utena)- I like her. She's a really sympathetic character and I love how she manipulates everyone without them realising.
4. Chikane (Kannazuki No Miko)- Goes further to do the right thing than anyone. Again if you've watched the last episode her awesomeness will be apparent.
5. Kirika Yuumura (Noir)- In an utterly realistic world Kirika can shoot by sound, snap men like twigs and kill people with ID cards. Thats Cool.
6. Maka Albarn (Soul Eater)- She beat a god with her bare hands! When her scythe can't cut something she headbutts it (the scythe) till it does! Plus she uses the Hug of DOOM!
7 Revy (Black Lagoon)- Badass to the MAX. I can't think of much more to say about her past that. She has many, many Badass notches on her belt.
8. Seras Victoria (Hellsing)- Hellsing Ultimate VII. That is all.
9. Sir Integra Hellsing (Hellsing)- She has more balls than 99.9999% of the male population. There's a reason Alucard respects her. Its called the Rule of Cool.
10. Lucy (Elfen Lied)- Soldier- 'I'm out of range, *****!' Lucy- Throws a boat. A Killing Machine to give Alucard a run for his money.
11. Excel Excel (Excel Saga)- She hilarious, retarded and before battle she always remembers to strap her emergency meal dog to her head.

I know theres only meant to be 10 but screw the rules I have women! Others who were close but didn't make the cut are: Lady Kushana from Nausicaa, every other girl from Rev Girl Utena, Balalaika, Roberta, every other girl in Black Lagoon, if it counts Azula and Toph from Avatar, Faye Valentine and Ed from Cowboy Bebop and Chrona from Soul Eater if she is a girl.

You must REALLY like anime then. I find them all to be the same character over and over, if they don't look alike, they act alike. I have not seen every anime in the world but I think I've seen enough to state an opinion.

I can only assume you haven't seen many good series then.

A few examples-

1- Tenoh Haruka & Kaioh Michiru (Sailor Moon). They are practically the embodiment of True Love. Not to mention completely selfless and dedicated to saving the world.

2- Serenity Wheeler (Yu Gi Oh!). Sweet, good-natured and loveable. She is basically the little sister everyone wishes they had.

3- Schach Nouera (Magical Girl Lyrical Nanoha Strikers). Both a kindly nun and a valiant battle-ready knight.

4- Koigakubo Momoko (Ghost Stories/Gakkô no Kaidan). Gentle and kind-hearted, but almost completely fearless when it comes to facing evil spirits, despite being 'just' a regular school girl.

5- Akimoto Komachi (Yes! Precure 5). I have a special fondness for her because she dreams of becoming a novellist (as do I). Quiet and Shy, but very protective of her friends and brave in battle, with a very original power as well (she can create a protective force field).

Male:

1. Father Anderson (Hellsing) - The perfect example of Religious Zealotry. He hates all heathens and demons, yet still respects Alucard. And he's a godly badass.

2. Alucard (Hellsing) - Probably the most hardcore cool character I've seen in anime/manga, and easily has some of the best kill scenes in fiction. He just radiates badassness. Plus, raping Rip van Winkle makes him a pretty cool guy.

3. L (Death Note) - A pretty well executed intelligent character, who was pretty unique.

4. The Major (Hellsing) - My favorite anime/manga villain and one of my favorite villains in fiction overall. A real psychopath with no regard to anything, even his own men.

5. Gaara (Naruto) - I especially liked him at the beginning of Naruto, and has had good character development.

Female:

1. Seras Victoria (Hellsing) - A competent, brave, gorgeous girl. One of the few characters to have actual character development in Hellsing. And her tongue in the OVA is undeniably godly 😐

2. Hinata (Naruto) - A cute, shy girl that manages to overcome her lack of self-confidence to stand up to Pain, a being that had just destroyed her home.

3. Rip van Winkle (Hellsing) - One of the few sympathetic Nazis in Hellsing. Cute, had an interesting power/gun, and an interesting backstory (Needs to be fleshed out in the Dawn though...) Brutal death.

4. Lucy (Elfen Lied) - A brutal killing machine that would make Alucard smile. Plus, I found her to be quite an interesting character. (More so in the Manga).

5. Ophelia (Claymore) - Crazy and psychotic. Just the way I like them. One of the most interesting characters in Claymore imo.

Know it's not 10, but I don't really have that many favorite characters in anime/manga.

It's honestly pretty weird with its unique way of storytelling and a lot of its scenes to the point that they don't make sense at times or feel over-emphasized. All the main characters speak in books (as in they speak 50 sentences once they get going), and there is very little action if that's what you're looking for. It's mostly supernatural drama, comedy, mystery, and slice of life, with some minor action scenes here and there. So I'd say it's not for everyone. The art and animation are top-notch though.
