LT (and the abstracts) as stated in Xmen forever is replaced every creation cycle so we know that Phoenix is at the very least as powerful as him but has a greater role in the scheme of things hence it being the only constant in creation whilst LT and the abstracts are replaced and surpassed during it. Therefore they should at least be on the same level as they would be peers and they both serve a force far greater than themselves.

the Celestials are on a par with Galactus and Franklin (who at full power is said to be Celestial level)
I know you love Exiles Hyperion but until we actually see an on panel feat you cant place him that high when hes done nothing beyond herald level

Alright i have to agree that we havent seen Exiles Hyperion do much, but he has been shown to be far above herald level. I mean, even before his upgrade after absorbing Holocaust he was shown killing the entire Avengers (including Thor, a herald-level guy) and Fantastic Five (including Psi-Lord, a guy who's a lil bit above herald level i think) at the same time. That puts him at at least Thanos-level.

What you need to remember that someone of herald level when written properly and going all out, they could have easily done the same thing. SS for example can destroy entire cities with his blasts. In bloodlust mode thats enough power to take down anyone of the avengers.
Also Psi Lord in Exiles might not have hadthe same power level as the one we know so we cant make assumptions like that.
All we know is that Exiles Hyperion has displayed herald level feats on panel so until we something else from him we cant really place him beyond that level in the hierarchy.
