There isn't really an upper echelon any more; it has been replaced by a series of social divisions in the OTF and the individual genre communities.

well, when it was smaller it was a real honor to go from apprentice (or what ever it was) to knight

now with the crap people post to boost their postcount, it's kinda stupid to have it, therefor they got titles you can change immediatly
