No, Earendil indeed wasn't allowed to return to Arda ever again after he set foot on the shores of Valinor; and he was only allowed to stay alive because of what he did for both elves and mortals.

Túrin and Nienor - the other mortals that come to Valinor - don't return either, but they don't seem to want to 😛
The only Mortal who does return is Lúthien, though he had really died and not just sailed there in a ship.
And, no, Frodo wouldnt be allowed to return either 🙂 but that's why it's called "fanFICTION" 😉
