i had the same problem. just drop the size and pray, thats all i can tell ya 😉

with paint, hell no! unless you have really steady hands..
but with photoshop, just go to image siaze and put in the numbers, and it will be the same quality

you're saving as a jpeg right? if its doesnt have too many colors, and you think it will look good at 256 colors, try saving as a gif. worked for me. but if it has alot of color, like my last wallpaper, you have to go with jpeg, or it will look really crappy.
