I would not use Azreal as a measuring stick because in the battles that I have seen the two in batman has always had the upper hand. Especially the fight Batman and Azreal had inside the bat cave. With Azreal pretty much having a leg up on batman untill he got batman ticked. Then it was just beginning of Azreal's down fall.

Cool and very nice.
But how would you explain batman and azreal's encounter in Bruce Wayne: Fugitive....
Stopping Azreal's blow and telling to take off his helmet. And you know what batman made good on his treat the very next panel.
OOOOH And batman also wins with his own god given talents...

maybe because batman has mastered 127 different forms of martial arts.
Gah. Again with this "mastered" word.
There is no humanly possible way he could've mastered 5 martial arts in his short lifespan, let alone 127. And yes, I know it's a comic book. But Batman is human. And in order to master even one martial art, it takes many many years.
At best, he dabbles in a buttload of styles, pulling all the good stuff from them and using them together.
