I think a its different for a female and since your not female I don't think you should say how they should feel about it.
Why? Logically, wistling is harmless. 'OMG!!!! SOME GUY WISTLED AT ME, I'VE BEEN VIOLATED!!!". It's not like they're running up to them harrasing them or touching them, it's just a "looking good". It's a compliment and I just don't see what the problem is.

In this day and age a whistle can lead to other things 😛

I didn't say any of those things. I just that that they probably feel differently about it than we do.
Example: Female is walking back home from work alone and suddenly a 6 foot tall 300 pound man begins to whistle at her and call. How would you feel?

what happends if she has no alcohol in her system and she decides to be the **** out of you??
It's never happened. And if it did, I'd file a lawsuit. At least walking up to a girl and very politely asking, "Wanna make out a little," isn't as bad as cat calls. I mean, it's a polite question and many women find it tactful and they make out with me because of it. The ones who say no, I say, "Okay, have a nice time." I smile, I walk away, and then I usually end up making out with their friends. Then, the one who said no gets jealous and makes out with me anyway.
