If american we not so complacent there would be no fluke, there would have been a recount and Gore would have won. They would have protested at the doors of the Supreme court demanding it. I think that the fact that Bush stole the election highlights a weakness in ability of the American people to hold the government accountable to the people.

Well, bush didn't win by accident, there is a loophole, a fluke, that can, in some rare instances, allow the candidate to win without actually getting the popular vote. This is what happened, and there was pretty much nothing we could do about it.
There was quite a bit of protesting, adn they recounted the votes numerous times. Unfortunately....well, you know how it turned out.
