Darth Vader(Suited Vader) In EPIII

In EpIII we know that Vader i going to be in it. But why is he going to be in EpIII for a brief time? I think Lucus should have made suited Vader fight. Becuase we need to know why Vader in ANH,ESB and ROTJ is such an intimadating character.

Can anyone tell me?
