I got a clip or a movie say, I want to cut out a part of the movey say how Goku is doing a kamehameha, Not a screenshot but actually like cut that part out and it shows him doing the Kamehameha. So I can like put it in my sig and stuff... But how?

you can't put a part of a clip 😑

(you would have to change avi to gif file. and i have no idea how it is to be done)

You'd need an animation program, like Jasc Animation Shop (comes with Paint Shop Pro) or Adobe Image Ready to do that.
