Hey that battle in the office pic explains how they get into the Senate chamber.

Looks like the office is under the Senate chamber, and the main pod raises up from underneath. Looks like the ceiling is opening in that pic.

I bet in the next Special Special Turbo Elite version of the OT that Lucas inevitably make, they add in a scene where Palpatine (complete with new CGI "I love offices" badge) says "Do you like my paintjob? I changed it from military grey to ocean grey, it is my finest of all my offices, you should feel privaleged to be in it's presence."

Instead of building a second death star they are building more offices.
