I think he is at least some sort of notable clone trooper. Why give that kind of clone trooper different armor if they do not differentiate?

He's not actually yellow, that bulky armored chap; it's a yellowish shade of orange.

Bly's men are the yellow fellows.

it is a picture in the mag.. it is of Palpatine (Red outfit that he fights Mace in) standing in his office shadows..... really cool and creepy pic of him.... his facial expression is that of the pic on the Deluxe Emperor Figure.....
