Pic of Palpy-Sidious

I have never seen this pic before. Found it on lucasfilm.com. It looks like Sidious, and looking at his hands, they are discolored as they are in ROTJ. Any thoughts on the pic? I have never seen it. If it has been discussed. My apologies.

one of the first pics i saw of ep III....it was the final day of principal photography....never had any reason to believe that it wasn't palpatine....

that pic is pretty old dude. it appeared on the OS months ago. yes, it is sidious.
