He can do general lightning bolts, he can generate lightning via natural weather patterns (El Thor), he can superheat the air around him to create a thunderclap for defense, he can reshape conductive metals with his power, he can channel electricity through said metals to apply heat to his physical blows, he can not only use it to travel long distances and fly, but also immediately draw himself towards conductive metals instantly. He actually used his DF to amplify the power of his Mantra. Also, he can shapeshift via turning into his element.
If he ever bothered to train his physical abilities beyond his already formidable levels, he'd be above the admirals, IMHO.
I will also note how people were taking hits from Enel and, though they were down for a bit, got back up. As opposed to Akainu or Aokiji, who'd melt a hole through you or shatter you.

His lack of decent Shield Haki it's also a problem though.

Yea, but even if one's not killed, one can be injured enough that fighting the same day is out of the question, unlike some of the people hit.

Wiper is just incredible durable.
Most of the others hit couldn't fight soon after.
Wiper, Gan Fall (didn't resume fighting but did get back up), Sanji, Usopp (didn't resume fighting but did other stuff).
Sanji was even knocked out twice by Enel... and awoke both times without medical care.
Sure, they're all tough, but all the admirals tend to be, "They attack and you could really die, from a single hit even, unless you get help," even for tough people like that. Remember Aokiji freezing Luffy and Robin for example, where saving them was tricky. Or Akainu, who's attacks tend to at least require major medical care and leave permanent scaring.
