NemeBro- true to an extent, but a lot of the people there are likely there for anti-government activity or being strong not-particularly-evil pirates. As we've seen on many occasions, just because the government considers you bad doesn't make you bad.
The largest share of escaped prisoners is also the Newkama.

This is true, there's no doubt some villains in there. The escapees are in three camps- the Buggy camp, which was just whoever made it out from the low levels and seem intent on following Buggy, the Newkama, who most likely have all been recruited into the revolutionary forces, Ivankov has standards.
So aside from the ones Blackbeard let out, at least most of the villains are limited to the weaker ones.

I thought he said the opposite, that he felt guilt for sending Arlong to the East Blue and some gratitude to Luffy for his role in stopping him.

It's not a big interruption but it's unrelated to the task at hand, and the comments are still the opposite of having a problem with him, I'm guessing he's just a very focused individual and it'd be awkward to bring up. He already said he owed a heavy debt to Luffy too.
