heres a thought that i searched for but was a no show. in rotj yoda sais this to luke but does this mean yoda himself had underestimated palpatine?

of course he underestimated the emperor, yoda thought that he could beat Palps n destroy the sith but instead yoda got his arse kicked as we will see them fight in Episode III.
