Have any Potter fanatics asked who was the best of the four different Ministers for Magic seen during the seven year span of the main series?

Shacklebolt was the one who did not employ Umbridge so that seems to settle it for most. After Amelia Bones was killed the Ministry was reduced to promoting ex-Aurors to the Minister position and they all inherited Fudge's staff, not having their own.
