I wouldn't have a British FBI. Instead I'd have a team of police agents who's job would be to drive past gangs of neds/charvers at bus shelters and blow them away.

Scotland Yard is the HQ for the Metropolitan police force, or could be the entire general police force for the UK
MI5 is mostly for international problems, doesnt really work towards home policing.
This new organisation will work to eliminate organised crime within the country.

i think thats how it works, personally i think its good, more police can only be a good thing.
And MI5 and MI6 are probably not as well funded as the CIA, but are by far better trained
