No Scroll Bar

Hey guys I asked Raz for his help, but it didn't work and we've ran out of ideas. you know the tool bar thing at the bottom and top of your page where its a drop down and you can go onto different forums and see who's online etc etc. Well mines gone and i don't know how to get it back. Does anyone know how to?? 😮 Please help!!!
