Pedophiles don't usually target people in age groups of 16-17 unless they have been dominating that child for several years already.
And once again, there is no consent in these "relationships." Children are being manipulated and exploited. Pedophiles target people with weak minds and emotional burdens, and these kids are the least likely people to possess the correct judgment at that point to consent to a sexual relationship.
