Batman wins here. TheP unisher's bullets aren't going to do anything unless he uses Teflon bullets. As all three are fighting Batman times it just right so Bulls-Eye takes Frank completely out of the picture, Then its between Batman and Bulls-Eye. Bulls-Eyes martial art skills are not in any way shape or form comparable to Batman's so 10/10 Batman kicks Bulls-Eye's butt.
