No, it means there is something wrong with the file. If Quicktime wasn't installed, it wouldn't give you a Quicktime error page. Either the website has something wrong with the file, or there is an error in your Quicktime. Reinstall Quicktime, otherwise if that fails, consult the website, or try it from another computer. The media could be down.

After doing that, and finding that it doesn't work, how about trying to find a new source for the media; the website is the problem if this doesn't work. Consult the webmaster there. Or, post the link here, and see if anyone else can download it.
