Shredder and the foot soldiers at corrupting the entire city it's like The untouchables and gangster squad in that way.
Foot soldiers wear uniforms that are more swat style.
Shredder is remarkably fast in the metal suit, superhuman strength enough to easily fight the turtles, also has claws or blades that he can shoot plus return to him.
This one looks a cross of silver Samaria combined with wolverine as the blades are long.
We see flashbacks to shredder before he was shredder, the turtles in what looks like comic book style.
Megan fox as April oneal she does have a moment of obvious eye candy but still given more to work with besides just looking hot as she unsuccessful in proving ninja turtles are responsible for defeating foot soldiers as she has no evidence of them in their current forms fighting the foot or at a scene.
