Demand on what grounds? You were here to interview him as a witness. If someone stops you getting to him, that's obstruction, but if someone doesn't want to talk to you about him, then unless you have proof that that person knows where he is you can't force the issue. If you were on a mission to FIND him you might be able to push it, but you aren't, you are on a mission to see what was going on on Neimodia, to which you think Ryamore was a witness.

You could talk to the Union's admin branch, but you have a grim certainty that this will tie you down for weeks or longer, and almost certainly, if they are trying to keep him hidden, they will simply say they cannot and you won't be able to prove otherwise.
