The reason the Juggernaut survived is really because he doesn't take conventional damage, and he can't run out of stamina. But Wars strength was so freaking insane at the time he could just toss him aside over and over. At the end of the fight Juggernaut just walked away.
If it were a deadlock Juggys powers of unstoppability would kick in eventually when his strength limit isn't enough. War never really gave him that chance cause he was always redirecting the action via dislodging punches ect. Nobody ever said Juggy couldn't be tossed in some other direction (or even tripped), as people do that to him all the time, hah.
