Powerful street characters - Jack Hawksmoor Jenny Sparks

Street level characters - Midnighter, Daredevil

Yeah, rechoose for Flash and Juggernaut. Again, he's sadly one of those Wonder Woman cases, too high for that level, too low for the next level.

Hawksmoor seems okay. I'm guessing around 10-15 ton level, he's just a bit careless. And the concrete shifting is neat.

Class 1: Thor
Class 2: Damage and Doctor Doom
Class 3: Deathstroke and Venom
Class 4: Azrael and Green Arrow

USAgent is out of street level. He recieved super strength and enhancements from the Power Broker, putting him at around Class 10. Then Protocide beat the shit out of him, and S.T.A.R.S. put him through a similar process to heal him and double his strength.

You have to pick what specific Scourge gear he gets. The stilt legs, staff and sword are okay, maybe some other stuff, I don't really remember what he had for weaponry.
