Your right Nine that have been officially announced are - Storm, Wolverine, Magneto, Juggernaut, Bishop, Nightcrawler, Cyclops, Colossus, and Sunfire.

Then there are characters that we have video proof of who are 99.9% in - Toad, Scarletwitch, Iceman, Deadpool, Rogue, and Gambit.
Rogue and Gambit are confirmed on multiple sites and there is video evidence of both of them one is actually rogue's profile where she wears a trench coat similar to gambit.

Then there are characters who are highly speculated like jean and jubilee. Jubilee has been confirmed by ign however jean has yet to have any evidence. I think the first sixteen are everyone i mentioned and deadpool or jubilee being an unlockable.

What annoys me most is that the trailers are probably clips from random consoles so a hidden character who we find is plyable from the trailer may not be playable for the console we buy it for........

They have already said certain characters aint playable on every platform

PSP has 4 unlockables, and PC has two unlockables, wich are also exclusive to their systems.

Gmacube, X-box, and PS2 will have at least three unlockables that the PSP and PC don't have. So ultimatly there will be more than three extras in the platforms.
