I could see the Joker setting up a SAW-like scenario and the Riddler being smart enough to get out of it...
In Hush, Riddler was manipulating everyone to break Batman down piece by piece. Joker didn't want to participate, until he heard about "The Jason Todd gag".
Where as, when Joker wanted to take down President Lex Luthor, he prepped a little, but did it fast, swift, and in a much more deadly fashion, iirc.
