Have you not looked at Haazen and Sion in comparison to one another? Sion wears a black glove up to his shoulder on his right arm, which is an artificial limb for Haazen. Both have rotting, decayed skin and look like living corpses. Both are missing their right eyes, which glow with a red prosthetic replacement.
Thats why its called a red herring, they look similar enough to be one anther at a glance, but upon closer inspection, they just don't look alike:
The differences:
Sion's eye is not mechanical, but simply a fleshy orb, the KOTOR 2 game shows this as well as the pics.
Sion is bald
Sion is far larger in body type and such then Haazen is
Haazen's entire arm to the shoulder is robotic, Sion's is an glove that goes a little past his elbow.
Haazen's legs are also both mechanical, where as Sion's although covered in clothing are not.
When Sion is captured by the Republic ship at the start of KOTOR 2 the doctor makes no mention of any robotic parts on Sions body.
Look at the character histories, Haazen has been around since the Great Sith War, where as Sion (with decaying body and all) looks a fair bit younger then him, that would make Sion by the time of KOTOR 2 upwards of 60 years old, and the little attraction angle comes off ALOT more creppy then it already does.
Most notably their personalities as of now don't match, Sion is broken man fueled by rage and regret, where as Haazen from what we've seen of him is nothing like that, but is cold and calculation and as that coverr shows working u his own dark agendas.
Finally Sion gained his power of pain from Malachor, which was first rediscovered by Revan, and that apparently hasn't happened yet in the comic time line. Haazen was just mauled in the GSW and has artificial limbs grafted on.
