Whilst I understand that there are clowns that don't always LOOK scary, the aspect I find to be rather dodgy is how they're behind so much paint and stuff.

The whole mysterious aspect of it. The ones that look scary just add to it.

Why would kids find that entertaining? Some painted psychopath yelling "ARE YA HAVIN' A GOOD TIME! HUHUHYUK!" "Dude, no. Leave me alone."
