I think V and the Mask didn't test well. That's why V got replaced on the DVD case with Natalie's face.
That was a part of the complaints about the movie, you never saw his face. People like faces.

read the book and you see at the end where Evey takes off his mask and each time she glances at it to discover who V really is, she sees people threw out the story. and them finally she discovers that SHE (herself) is V.
Then she takes on what V started and takes Dominic in, so it like the story of Evey and V, turned to V(as in Evey) & Dominic.

The movie the same thing with Evey last quote. xcept she was explaining it to Finch, and the people were taking off the masks in the street (including the ones who were dead)
the movies all kinds of messed up, but at least people are still enjoying it.
I don't wanna read the book. First, it's a graphic novel and I kinda outgrew storybooks in 2nd grade. You shouldn't have to run to the novel to have a movie explained either.
If the mask is everyone, why isn't it the main focus of the DVD case, like the movie was. Instead, Natalie is now the focus. Well, they wanna sell movies.
I remember seeing the previews of it, and they show the climax of "V", so that drama was lost on me. But every movie is guilty of that nowadays. Even the previews of ROTS showed Vader & the emperor, and that footage was from the finale!
