He has greater control over his weather abilities and then some. A god flirting with "lesser" beings is not taboo; Fandral is a great example. Storm is classified as a goddess because her people of Kenya claimed her as that. It was not written in history or of legends that she was to be designated as one (gods usually play some significant role in the lives of many while she was appraised by a small number because she brought down rainfall when they had droughts).

thor is a god, but he was punished by odin and forced to live within the body of a normal human. when thor is needed the human guy (who knows that thor is inside him) gets down on one knee and chants a little, then thor appears in place of the human...
