Emma cant use her telepathy while she's diamond right? Why on earth?

no, emma can use telepathy in diamonmd form.

I believe its disputed. Some people say she can, other writers have it that only one power at a time.

Emma is my favourite(alongside Kurt and Raven) but in all the comics I read she had to shift quickly between diamondform and telepathic abilities in order to use both powers in a fight. The only telepathic ability she showed in d-form was the mental shielding.

she hasnt. Its implied in certain Astonishing comics. I own Astonishing 1-10, and a lot of people have drawn that conclusion, but given how we've been told explicitly that she CANT in other comics, its better to assume she shifted forms until we're told otherwise.

someone gave me an issue number where she is affecting people in diamond form, i'll look for it but draco says she can also

🤨 Perhaps she is adapting her "old" powers to her secondary mutation, but i wouldn't count on it.
In the end it all depends on the current author and his will...as erratic as it may seem!

or perhaps it was the artists error

It could have even been the writer's error.
