She was married to the Vision, but they were divorced after he was rebuilt with new brain engrams or something, so he felt like he wasn't the man she really married and it would be unfair to her. Though they flirted off and on with a relationship ever since.
The Wanda in that picture was probably a hex construct by Wanda, or Wanda was just acting and messing with his head, it was a Disassembled tie-in, when Cap went to talk to the real Wanda about it, she didn't know what he meant. "Whatever it is, I think it is most likely inappropriate, Captain".
She should be in the House of M tie-in, as it largely has to do with Magneto, and guessing by the title, his family (house of magneto..). Though we could be misled.... At any rate, it's supposed to be a continuity smoothing event, making everything fit better, and retrofitting other stuff. So at the end of the ordeal, hopefully Wanda will be okay.
