I think some people are thinking of this all wrong. It's not necessarily who's powerful enough to be in the JLA, but who's useful enough and can work with that team without having problems with other members. Like Wolverine, he wouldn't fit with them because of his tendency to kill every villian around. He would eventually bump heads with Superman and Batman, especially Batman. Now, a better team for him would be Justice League Elite or the Outsiders. Storm would be good addition, but unlike someone mentioned, she is NOT replacing Green Lantern. Forge, Jean, and others that have been mentioned would work well for the team too.

I don't think she would be, there are already a few GL's in the league, and she's already powerful enough.
I think, though he was an X-man very shortly, Sunfire (or his sister Sunpyre) would be a good addition. Sure, they have Firestorm the Atomic Man, but he's not always available. Next time some madman launches nukes, or causes a radioactive plant to blow up, you could have someone their who's immune to radiation, and I think he can absorb and metabolize it.
They already have a couple, Dr. Spectrum and Quasar, but I digress, it would be interesting to see which Marvel characters could handle the GL ring. I posted a thread awhile ago in the general Comic Book Movie discussion area, "what if the two companies had merged early on" so we have all of our favorite characters and storylines from DC and Marvel combined. Now how would they affect one another. What Marvellites would be on the JLA? Would Superman have heard Rick Jones' Ham radio broadcast and arrived to help found the Avengers? etc.
Well that's what it's been made into recently. Though there have been various make-ups to the team. I wouldn't consider Green Arrow or Hawkman some of the best of the best, but they certainly contribute a lot. That's why I can't wait for Busiek to really get into his JLA run, he's said in interviews that he likes a big League, and I always like his character selections, renewing interest in old characters, making them fit into new situations and genuinly writing good stuff with characters who don't get enough spotlight. His treatment of Firebird during the Kang War storyline in Avengers made me genuinly like the character and want to see more of her.
the jla needs someone who can cooperate on a team very good and canbe useful to everyone. storm can do that and she has great leadership. she is an above average fighter and has numerous ways of taking down any opponent. she can fly, shoot lightning, throw people or pin them to the ground, she can create mist as a great cover and can freeze people and things in a matter of seconds. she would be a huge asset th this team imo.
