I think that hands-down one can consider Goldfinger as the one with the best plot.
Why? because it's UN-Bond.
He is seen beating Goldfinger at cards and at golf, showing him as a weak character BUT later on he gets taken hostage (almost gets dissected in the progress) and has absolutely nothing to do with the plot untill the last 20-15 (?) minutes of the movie

For me it's got to be the classic FRWL. It's the formula the next Bond film should adhere to. An intelligent story that dosen't depend on the next action highlight to carry it. And played pretty straight with only the slightest hints of wry humour.
