Ok so i see a new Flash thread has been open, so i'll put this to rest quick and answer all your questions if you didnt get a chance to check out the knowledge i put down on the Flash Vs Kid Flash thread started by Kento!
Bart Allen (Impulse Now Kid Flash in his Young Adult Years)
Bart inherited super-speed from his grandfather, Barry Allen, but his hyperaccelerated metabolism resulted in an accelerated growth rate. To keep him from going insane, scientists placed him in a virtual reality that kept pace with his own scale of time. Eventually it became clear that their efforts were not helping, so Bart’s grandmother Iris took him to the 20th Century to consult her nephew, Wally West. Wally knew from experience the practicalities of super-speed in the field, unlike the scientists who had only observed it in the laboratory. Wally forced Bart into an extreme burst of speed that shocked his system into normalcy—he retained his speed, but his accelerated growth rate dropped to normal.
After Wally’s encounter with the speed force, Max Mercury became Bart’s guardian and trainer. Because of Bart’s childhood in VR, he has no concept of danger and rarely thinks ahead, acting completely on... impulse.
Bart is also something of a time anomaly. Though his parents only met in post-Zero Hour continuity, he arrived in the 20th Century before the event hit. He has since displayed immunity to time alterations.
One thing is becoming clear about Bart’s future: He will succeed Wally as the fourth Flash. (Where this leaves Iris West II (daughter of Wally West) is unclear.)
Bart was born with the speed of a mature Wally West, which took him years to master those speeds.
Going up against Clark From Smallville wouldnt even be a problem.
If you notice every time hes running away from Clark he has a big smile on his face. He wasnt being serious about it, he was happy that someone was actually able tokeep up with him at his regular (not even trying) speed. And then lets not forget that at the end same scenario and then you see Bart turn around (while running) say peace to Clark and then take off through the Speed Force leaving Clark in shock of the speeds that he could achieve.
Basically leaving no competition for Bart!
Ok and all this talk about OH "Clark could use his heat vision and fry him or punch him".
This isnt a fight off. People Stop trying to use other characters powers to give them the upper hand in a challenge just cuz they might not be able to win.
This is about a race from point A to point B. Now I like Smallville alot but the fact of the matter is that Clark is no competition for Bart and will probably will never be.
Want more proof go look at any picture of Superman an Flash racing. I mean real racing not running together to get somewhere. Flash is always drawn 1 step ahead of Superman in every picture!!! (and this is before going through the Speed Force)!!!

YES I Sliped on the "Square Off" peice but others could easily mis-enterpit when stated "with their adult versions coaching them?"
I saw that and figured that their adult versions would be teaching them to reach their full "speed" potential, cause in a fight i mean theirs not really a whole lot of thinking to do.
In a fight to be honest i'll lean torwards Clark cause given that hes not as fast he can still see Impulse (unless hes in the Speed Force) and he still has super strength that Impulse cant touch, so there i give it to him.
Clark wins!

i was basing that off a race since i figured it was one, not a fight.
Lets face it they are both oppossite from each other, Clarks' strength is before his speed and Impulses speed is before his strength.
So looking at that Clark wouldnt be competition.
Which isnt the point in this case.
And also about where i stated that people should stop using a characters other powers to win a challenge is because ive seen been done on other threads and it defies the point of the challenge.
cause looking at it from a race point of view (if it were) why would he have to resort to violence if it was just about a race, why not just take him head on instesad of cheating cause you cant win you know.

Naw it was Bart Allen aka Impulse
he even states it right after Clark reads back all ID cars back to him!
and at this stage in Clarks life it could only be Bart
cause lets say it was Wally , being this young he wouldnt even know who Bart is (which would be his future cousin)
Bart is the grandson of Barry Allen.
