Bruce Wayne is a good example why someone HAS to be richer than Luthor.
Luthor (despite being a villain) also uses his money to help and keep Metropolis in a good balance economy. He does create jobs and helps people. Unfortunally behind every good deed he performs there is a greater and more sinister intention. I've always asked myself this question:

Luthor would be seriously dangerous to Batmans very existence. Without money, Batman would die a slow death.
Also I would love to see a bankrupt Batman kicking ass. His gadgets would be breaking and packing in, and he wouldn't be able to replace them and he'd have to rely on all his human skills. Would make a damn good story. He'd have to make his old Batarangs again, where he has to throw them and hook them onto things.

wow you dont know very much. I didnt realize batman relied on anything other than his human skills.

He relies on his gadgets to an extent. He relies on his human skills, yes, and that is why I said it would be cool.
What do you call the Batmobile anyway? Yeah, that's definitely a human skill, I mean doesn't every human have a Batmobile? 🙄
I said it would be cool if he went bankrupt, and when his Batmobile gets damaged, he wouldnt have the resources he used to in order to fix it. Maybe he'd hastily use one of his collected cars, or something else.
Being Batman costs Bruce a lot of money. He doesn't just become Batman one day and is able to keep it up without forking out for maintenance. If Bruce Wayne went bankrupt, he'd still be an ass kicker, but he'd have to find alternate means to go about fighting villains.
Batman without his gadgets would be like Spider-Man without his webs. He's have to find other ways than simply using some hi-tech gadget. it would prove just how little he does rely on gadgets, and that his gadgets are simply there to make his job easier, rather than them being essential.
