Hal would win against most marvel charachters (including many of their cosmic level charachters).
Most experienced GL's (kilowog, hal, kyle, alan, john, guy, tomar-re, tomar-tu, galte-re, katma-tui, arisa, adam, jade etc....) should be able to beat apoc.
