I want to qualify that Spider-Man isn't always going to take a majority, but if the arena is standard, then his reflexes and speed are going to allow him to land the first blow if he's operating at top capability. And if Storm doesn't have time to summon the elements, one blow is all it would take to KO her.

From the events that occured in CoC #2 V2 it didn't look like Thor wanted to kill Storm...because had he aimed it at her...it would have...it was more like he wanted to scare her and then make out with her.
The same could be said about Clor in BP #26 barring the making out part...because he threw it past Storm and made a point of smashing the Wakandan Embassy first.
But yeah Storm wins this one considering they don't start in a 6 by 6 foot adamantium box.
