It depends on the comics how they touch. In one of them, Xtreme? yeah, they lost their powers some how and are trying to be normal. One time Gambit went back into the past and got his brain piece put back in by his good friend Sinister and he had his full powers again, which enabled him to touch Rogue with the kenetic energy forcefield which would shock them sometimes. I don't know all the whys, of course their first 'night together' was in the Savage Land where their powers won't work.
It always seriously, seriously, seriously bothered me why they didn't just snap one of those Genosha collars on before getting together!! why???
