What are Penguin's fighting skills?

Doesnt he use his goons to fight?

Penguin has negligable hand-to-hand skills. He uses goons or his rigged umbrellas (or even his mind) to do his fighting.

He does not really have any.

Just has fellowers, and umbrella's.

I find him a little bit lame

Nah....he is not lame he understands that it takes more than brute force to accomplish your goals, and that is why he one of Batman's most challenging foes. Because he has his hands in legal and illegal business fronts. Until recently he ran a LOT of Gotham's underground crime scenes. Black Mask now runs it on account of War Games
