The majority of Storms low to medium level weather attacks are virtually instantaneous, plus shes highly resistant to their effects. The same cant be said for Weather Wizard. Nothing he can throw at her will do a thing to her, not only would it not hurt her, but she could turn it back on him. Weather Wizard controls the weather with a wand, to my knowledge he is as vulnerale to its effects as anybody else.
