Note: Black Mask is really sick one.
Brave and the Bold:Black Mask's hobby is torture. He likes reading about it, he likes watching films about it, he likes talking about it, he likes practicing it. It is his second love, after his beloved collection of masks, and he gives it the time and attention that one should give something they love. When it comes to your average human being -- ie, no invulnerability, no Martian pain receptors, no weirdness -- he's a shockingly effective 'artist,' focusing on the face especially as he reduces human being to skinless, broken grotesqueries. In learning how to torture effectively, how to apply the right thing to the right place to hurt someone as much as he possibly can, he learned about anatomy, so he's capable of finding those magic spots with little to no searching. While he was an utterly wretched cosmetics executive, Black Mask makes up for it by being a torture wunderkind, and his prowess is justly feared.
Black Mask has spent a lot of money collecting torture devices both ancient and modern -- although the ancient ones are the ones that hold the most appeal to him. In his little dungeon, he has a wall for suspending victims via chain and a chair to keep them sitting pretty while he uglies them up. He uses a variety of instruments, from knives to hot pokers to the iron maiden, to torture his captives, and chances are if it's an outlandish and gruesome way of making someone wish they were dead, Black Mask owns one.
I don't know about the Black Mask, but I voted Joker.
Carnage is openly psychopathic, and will gladly go
around mass killing people, so in that sense he may
be more dangerous.
But Joker is more twisted. He doesn't just kill, he kils
in unique and crazy ways.
Also, Joker has been shown to kill children (though
admittedly that was in the uber-classic "Dark Knight
Returns" comic). And though Carnage probably would
do the same, he wouldn't do so in the manner that
the Joker did (by givign them poisened cotton candy).
The Joker is not only the sickest major comic book
villian, he is also by far the greatest of them all.
If I saw Joker walking toward me I'd be creeped out.
If I saw Thanos walking toward me, I would likely throw myself under a bus.
Thanos owns a planet where people are born and purposefully fed into a blender. He gutted his own mother, disfigured his granddaughter, laid waste to a universe and all the heroes, villains and celestials in existance.
I don't think you can get much sicker.
